Can I write a subordinate paperwork for driving a car that's unsafe to drive?

You can "order" him to do anything you want. Order him to get his car fixed? Fine. He doesn't do it? Fine... write him up for disobeying an order. Be prepared for the ADC to laugh you out of his office. Because that's not a proper order -- not from you. From the commander, maybe, but not you.

that's the whole point of this thread: I'm asking is it inside my scope of responsibilities as a supervisor to tell an airman get your car fixed.

Leave the kid alone. Offer to HELP him on his PT, instead of just rolling your eyes at the dirtbag with PT issues.

I've made many concessions for him, including letting him come to work late 3 days a week to go to PT which is almost unheard of in the MX world.

Guess what? Whether you like it some of your subordinate's personal business is your fucking business in the military. In the new feedback form "does subordinate live within his/her means" is a question on there. If your subordinate bounces a check at the BX YOU as a supervisor will be standing in front of the shirt explaining this and YOU will be the one trying to fix the problem. He's had many appointments at AFRC to get his shit squared away, I feel it's not unreasonable for me to be able to tell him "hey dude your hair's out of regs" to not expect to get the answer of gotta wait 'til payday because I've learned nothing from all the appointments.
