[Canada] Is Black's Law dictionary considered secondary authority in Canada?

if you're working in a regulatory capacity, it blows my mind that you wouldn't have a working relationship with at least one attorney who can help your department with this.

We can go to legal, but my manager is cheap or something. We have many individuals with law degrees, but I don't want to randomly ask them in front of my manager.

I was only pulling the term "valuable consideration" from Black's Law dictionary. My manager believes cash is valuable consideration, and I agree as well. But when it is actually paid back with certainty to the promisee from the promisor in every single case, I do not believe valuable consideration has been given to the promisor.
