In the case of Pakistan and Egypt aid undoubtedly does help moderate the behaviour of those countries against moving to extremism. One of the major reasons the Egyptian military removed the Muslim Brotherhood from power in Egypt was that they wanted to remain on good terms with America. It would not be surprising at all if the US encouraged the overthrow or the Morsi government when they were clearly sliding towards an Islamist state. Keeping Egypt on side is seen as critical for the security of Israel which is a corner stone of US foreign policy.

Pakistan also receives significant military and domestic aid which is why they allow the US to operate on their soil and it's why they take an anti-extremist stance (albeit somewhat grudgingly). Sure you could pull out of the country entirely and risk the religious extremists getting into power but then who wants a country with a good sized stockpile of nuclear weapons in their hands to go in that direction? They do plenty of shady stuff atm but it could be much much worse and at least there is some sort of stick to beat them with.

Direct aid to North Korea ended about a decade ago apart from some modest food assistance from NGOs. It's potentially going to be a useful foreign policy tool to be able to offer aid in the future on the condition that North Korea dismantles it's nuclear arsenal. The only other option would be a military invasion which would be much more costly.

Sudan without foreign assistance would be a total disaster right now with unending conflict and mass starvation. Foreign aid and investment is the only thing stopping the country turning into another failed nation entirely.

Of course you can argue that many of these outcomes are against American values (e.g using the military to keep the moderates in power being undemocratic) but from a foreign policy perspective they work.
