There's an interesting dichotomy within CBP, owed to the fact that the officers themselves are unionized and the supervisors are not. If the officer is a shithead to ordinary citizens, their false impunity might stem from actual impunity somewhere else in the agency, and they got a little big in the britches, so to speak.

E.g., maybe Officer Johnson got to tell his supervisor to eat shit last Friday, he wasn't gonna work overtime because notice was 45 seconds late, and he left a little early to make sure of it. And maybe Officer Johnson gets to exercise discretion to marshal resources and camp bushes for nub Ts walking the trails after sunset, even if the supervisor would rather they stay in the office.

But you might find the supervisors and chiefs to be much more citizen and service oriented than Officer J. And that supervisor might already be suspicious of Officer J, and just waiting for an actionable basis to reprimand him and teach a lesson about perceived versus actual impunity.

It's pretty easy to find out who the supervisors, directors and chiefs are. If you feel there's an actual problem, you might find you can start a reasonable conversation with them, if you go about it politely and deferentially, with full understanding of the ridiculously hard job they actually do face. (Imagine if a bad actor actually did slip through on their watch, after years and years, and 10,000s of officer hours of not a single damn thing happening.)
