But I don't think the voting works that way. If a movie is being submitted for an award in visual effects it is people that work in the field of visual effects who get to judge and vote on whether or not that movie is up for nomination, and those people a would be experts in the field of visual effects. The same if movies are being nominated for best costumes or music score, or whatever. It is people that work in costume design or people that work in music that judge/vote for that particular category.

There isn't a single group of judges that watch and vote on every movie entered into the Oscars. There are many different groups of judges that each specialises in a specific categories.
