How is that propaganda? As a federal employee of over a decade, it's absolutely true. It really is nearly impossible to get fired once you're a permanent employee, which means you're past your 2 year probationary period (used to be 1 year).

He's really not far off there, breaking the law (outside of work) is the most common cause for removal. I've only seen a handful of people removed, usually it was for a DUI or something that caused them to lose their clearance at which case it's easy to cut the cord because now you can't access the info needed to do your job.

For the law abiding citizens who are just shitty performers, they'll get shuffled to positions with progressively less responsibilities (but the same pay grade) until they find the level of work that person "wants" to do, and can do without fucking up any other departments.
