The CISIA started with the Techno Union. Wat Tambor was their Foreman and representative in the senate. Tambor was a Skakoan, a xenophobic species native to Skako. They resemble starved humans with grey or green skin and are unable to survive off of Skakoan without a pressure suit. Skakoans are a very emotional species, but are known for being stoic due to their pressure suits restricting emotion. Tambor goal has always been to bring the galaxy into a new age of scientific advancement, with himself at its head.
Tambor quickly allied with the soon to be chancellor Neemar and help him develop a droid army, possibly with malicious intentions. He was soon contacted by then senator Darren Cairns, and together they started working on the beginnings of the CISIA, building armies and recruiting bounty hunters. The most valuable of these assets was Wahd, a Jedi padawan who'd defected from the order and brought with him an ancient Sith artefact. Soon after Cairns started a riot on Coruscant and almost gave away the entire plot. Tambor was able to avert suspicion and break Cairns out of jail using Wahd, where it was revealed that Cairns has been projecting his consciousness into a droid body the entire time, his real body being frail and sensitive after suffering PTSD from the Mandalorian civil war. Sometime he loses control of the droid, causing large mood swings.
During captivity Cairns accidentally let slip the name Mustafar. Qui gon jinn and Dooku were sent to investigate the Techno Union instillation on the planet. They sensed a strong dark side presence coming from under the lava and located a hidden bunker. Inside the bunker were a Cairns droid and Wahd with the sixth artefact. They managed to escape but the Jedi demolished the instillation. Right after the Jedi left the Techno Union got to work rebuilding.
Tambor claimed that he had nothing to do with the fugitives and blamed it on a scapegoat, but he was no longer trusted by the Republic. He gave up his position as senator to deal with urgent matters and gave the position to Gerth Hadron, a Drall working in the Techno Union, who permanently smiles a seemingly genuine smile and brings a small snow mouse with him anywhere he goes.
Soon “Robb’s Law” was passed, requiring companies working with the Republic to grant the Republic access to their files. Vice Chair Bail traveled to Skako to search the Techno Unions files but was stalled by Governor Than Roman, an eccentric Skakoan, not used to having his emotions masked by a pressure suit. This stalling took a turn for the worst when Bail’s hand was sliced off by Wahd when he pulled a gun on Than. This confirmed that the Techno Union was working with Cairns.
Tambor had been busy over the quarter. Starting at the Corporate Sector, an independent state, he'd managed to unite it under single government. Using money and bringing up some of the Republics questionable actions he managed to convince a few more sectors to secede. Finally, while Bail was on Skako, he announced the secession, giving Bail no right to go through the Techno Unions files. The loss of Bail’s hand and a few other arguments about Cairns and Wahd ended up causing an Intergalactic War, where Gerth was arrested and the planet Nelvaan was blockaded. Bail landed on Nelvaan to demand surrender but was instead captured and exchanged for Gerth.
The Republic and CISIA managed to negotiate peace with Wahd being labeled a fugitive (but escaping capture) and Cairns being brought to Coruscant for a trial. After the Republic refused any business with the CISIA due to their questionable morals (slavery) a suspicious company surfaced and started working on uninhabited planets. The company was investigated by Bail but nothing was found.
Bail bugged Than's office and learned a few bits of information. That the CISIA has contingencies invade of Republic aggression, that they're working with someone named the Emperor, and that they had found Kul Teska, a Skakoan fugitive. Bail rescued Teska from the CISIA and worsened his relationship with Than even more. Than did, however, recover Teska’s modified power suit, armed with missiles and blasters, and has taken to wearing it.
After Bail’s death protecting the Senate, an event Than witnessed and celebrated, his replacement, Bail Organa, came to Cairns apartments on Coruscant to get answers or eliminate him. Cairns refused and killed himself despite Bail’s attempts to stop him. However, Cairns consciousness was stored on a computer and this assassination attempt was caught on video, leading to Bail Organa’s imprisonment.
The current members of the CISIA High Council are:
-Gerth Hadron, Governor of the Savareen Sector.
-Bor Tel, a heavy drinker and the only Bosph willing to leave the planet. He also has mild force sensitivity like most of his species and is the Governor of the Bosph Sector.
-Queen Miraj, the quick to anger Zygerrian queen trained to use an electro-whip, Governor of the Chollia Sector.
-Than Roman, Governor of the Skako-Hydian Intersect.
-Chatikashoma (Tella) Tellahormep, the mysterious chieftess of a tribal people rumoured to practice dark magic, Governor of the Colundra Sector.
-Ra’asp Ooteen, a cold and heartless man with a heavy accent (Russian), Governor of the Inner Rim Trade Triangle
-Miel Zade, a seemingly emotionless and analytical woman, Governor of the Aparo Sector.
-Rab Kog, an elderly man who only cares about one thing, wealth, Governor of the Corporate Sector.
-Thom Lesg, a popular and rich 18 year old with impressive sharpshooting skills only improved by his high tech sunglasses, Governor of the Wyl Sector.
-Wat Tambor, elected council head.
