No it isn't and no it isn't.

One is too many. Civilians should not have to fear being killed by trigger-happy police officers after they have surrendered. They are supposed to be the protectors of civil society and enforcers of the law. If an individual is being compliant, then they should have nothing to fear. Even if the individual is exhibiting some signs of uncompliance, the officers involved need to be able to assess the situation and respond in an appropriate and proportionate manner. In the past year I have had many interactions with a group of about eight police officers and in small talk with them during conferences or whatever, they've all said that in escalating situations, they have always had time to check themselves and ensure they respond appropriately. It just takes a brief moment of introspection.

One is a sign that a bad guy got through the screenings and training. Not necessarily an indication that those processes need to be re-evaluated yet, since no system is 100% perfect, but that one victim is beyond acceptable parameters. No citizen should be in danger of an arbitrary decision by a LEO to use his firearm on them, especially in a situation that is clearly de-escalating or hasn't escalated at all.

The fact that there is more than one case where this has occurred does indicate that the screening and training processes need to be looked at again.
