CCW could be legally banned in 9th district states

First of all, I am not anti-gun. I’m not pissing anywhere. I’m trying to encourage engagement instead of refusal. Ignoring complexity is unpersuasive. SCOTUS has not ruled to the extent that you are claiming, so I’m not disagreeing with precedent. Here is summary from the landmark case DC v. Heller:

“The Second Amendment guarantees an individual right to possess a firearm unconnected with service in a militia, and to use that arm for traditionally lawful purposes, such as self-defense within the home.” - Text of Heller Decision

As you can understand, this case stopped D.C from banning ownership and possession within the home, but the DC handgun restriction of public carry still exists. That point has not been established either way by SCOTUS, as of yet. This decision from this post’s article may lead to that, though.
