Like I said already, the decision seems to have been made to favor fairness of access for riders.

If you don't like that, then you don't like that -- but it makes sense from that perspective.

Same reason that taxi fare schedules are fixed based on time of day and gas, even when demand is high in an emergency -- otherwise taxis only cater to the rich, or it places undue burdens on lower class people.

You seem to think of surge pricing as something like hazard pay. If you want hazard pay, then lobby for hazard pay for ride-sharing drivers during emergencies. Don't lobby for reinstating the surge pricing model, because like most policies it only really affects poor people. I will never have to hesitate to take a Lyft if I need to, even if surge pricing was insane, that won't really affect me. It does, however, affect a large subset of the population.

I mean ultimately that's what you are advocating for. Your perspective seems to be that surge pricing rewards drivers for driving during emergencies, whereas my perspective is that during emergencies, surge pricing pushes out those who can't afford it and leaves only rich people capable of getting cars.

I am not a lawmaker, I did not make that law, but it sounds like they decided that scenario was not okay. I am fine with that.

I will also agree with you that I think ride-sharing drivers should be paid more for driving during an emergency, but the model of surge pricing is not how it should be done. Maybe implement a pool that drivers can submit ride sharing logs to and receive payouts during emergencies. I'm fine with the government subsidizing it in that way -- but the riders who are forced to rely on it need to be protected.
