It's an obscure local reference to a chicken named Pepper who lived years ago. She constantly escaped her coop and wandered downtown, where she would wait at the main intersection and chase people as they crossed the road.

Kids or adults, it didn't matter. The town referred to her as the honorary crossing guard since her wing flapping squawking chase was such a spectacle that cars would stop to watch her.

When a reporter finally asked her why she crossed the road in the hopes of solving the age old riddle, and was answered by a clucking chicken, the town realized they should hire an actual crossing guard and they fired Pepper via text message to her owner.

With nowhere to go, pepper became depressed and molted all of her feathers off and now wanders at night - mangy and hostile. Some say you can still see her at the old crossing post, waiting for some kids to chase.
