I dont see how that makes sense. Obviously a more powerful country will have destabilized more countries than a country without the power to destabilize countries. Would it not make more sense to conpare both countries on the morality of their actions rather than the scale? Otherwise it would be easy for me to argue that north korea is actually a far more moral country than 99% of countries simply by virtue of the fact that its weak. In other words, countries with power act in their self interest on a far grander scale than those who are small, and whats in their self interest often includes causing harm to other countries, whereby weal countries do well to avoid calling attention to themselves.

In this way i could claim that north korea is far better than china simply because it lacks the capacity to act on its ambitions.
