You realize that you're advocating imposing greater totalitarianism on some of the world's poorest people than even the world's largest totalitarian regime is imposing? These markets have existed since antiquity, and many of the people involved are illiterate, who can make still make a living by being farmers. While China has brought more people out of subsistence living in the last 20 years than every other country combined, it isn't ready to impose costly regulations they can't bear just yet, and the CPC thinks a lot about the feeding of their people, probably more than any other nation, considering they saw a famine that killed more than the population of the UK half a century ago. Considering the massively rising calories per capita consumption in China, stupidly and inconsiderately raising the costs of food production in China wouldn't starve just China, but most of the third world.
