I have to agree with OP, trade isn't fair in many cases. Unfortunately Free Trade agreements are not implemented fairly and uniformly.

US customs does not do nearly the same level of verification as Mexico and other trade partners for free trade eligibility.

They are also very lax on paperwork and penalties compared to our trading partners.

I have been around and around with other countries customs practices over the dumbest stuff to invalidate FTA claims, meanwhile anyone can submit an incorrect or false FTA claim with US Customs and at worst pay a small penalty.

While we don't have a FTA with China, they do a lot to restrict trade through red tape and China customs can be a nightmare to deal with on anything outside the most routine task.
