No one owns the internet but companies and governments own the infrastructure it's built on. It's why China can implement a country wide ban on many pages and search terms.

If you don't think that governments and public companies have the right to regulate what happens on their infrastructure then your just being daft. Google is threatening to ban people because of using ad blockers and they have every legal right to do so, even its completely bs.
