My view is that, despite others who may argue differently, you cannot establish cause and effect between the application of these EITs and any reliable information, credible information, that came out from these individuals. There were individuals who were subjected to these EITs, that subsequent to that, they provided information that was, in fact, credible and worthwhile for pursuit. But the Agency suffered, at great cost, a big cost to that program, so just an institutional perspective, I tend to be protective of the Agency as a whole, and the men and women of the Agency, to make sure that we're able to preserve and enhance the Agency's ability to carry out all of our responsibilities. At the same time though, I believe that those EITs are not necessary. And I know that there has been calls for, you know, waterboarding or worse and whatever else. As long as I'm the director of the CIA, we're not going to go down that road again. The Army's field manual is the basis for the briefings and interrogations that take place. We provide support to other elements of the government whether it be domestic or the ones that are operating overseas, but I do not believe that it is necessary to use those EITs, nor do I believe it is advisable from the standpoint of the Agency's future as well as this country's reputation and standing in the world.
