Nope. I stay in the right lane(s) and everyone passes me, making your suggestion that people in the left lane go under the limit [when no cars in front of them would slow them down] something I have never to nearly never observed. If you have video evidence of this I'd really like to see this.

This is in any NW state, including WA/Montana/Idaho and Cali/New Mexico, since I started driving this way in 2010. I started driving this way after a ticket I got, to "show 'the man' that I'll follow the letter of the law," and actually discovered I really, really enjoyed driving the limit. I drive a little bit above because every radar detector that shows auto speeds shows my car going 1-2 mph below what my speedometer says.

By the way, drivers get absolutely furious when you drive the speed limit all the time. It's fascinating. Try it sometime! Don't worry, you'll get to your destination just about the same time. Maybe on an uncrowded freeway it would make a huge difference over many hours, but for city driving, you're just rushing to stopped cars/lights most of the time anyway.

I have rarely seen people go under the limit in the far right lanes, and it's almost always someone really old or with a fucked up vehicle where it would be safer to go slower anyway.
