Not sure where they are doing these practices but in my mind a simple circumcision is removal of excess skin, not these torturous removals for malicious reasons. Women get circumcisions to remove their excess labia skin all the time, which can be seen on Dr Miamis social media for example. It's mostly for cosmetic reasons because women have been shamed for having big or showy labia, and you'll see women with no labia in the porn industry which is mostly the influence for female circumcision. Same thing for men, if they choose to get it later down the line it's probably because circumcised penises look more appealing, or they have a hard time keeping it clean with the extra skin or the head.

As for the malicious type of circumcision I have not looked deep into that kind.
