Where would the towed cars go if all streets have banned parking?

Unless if your suggesting a City Lot and they rack of the bill from there.

Although 1. That would drive alot of complaints

And 2. Would be incredibly inefficient and cost prohibitive considering the ByLaw officer would have to stop ticketing to watch the tow. Follow the tow. Then come back and ticket and tow other cars. And not only that also hire a Tow Truck driver as well.

I would say that the best course of action in terms of cost would definitely be just to ticket everyone and hopefully snow plows can make notes of streets that had cars on them and come back later and hope their gone
