City rehires 15 fired roads workers, but most are on probation

To be honest with you, management in the city is far more guilty of wasting tax payers dollars and actually creating and perpetuating the lazy apathetic environment.

There is a regime in the city that maintains the control. This regime of management is largely poorly educated, lazy, apathetic and only concerned with getting paid more money to do less. This regime actively seeks out and removes people sticking up for the general public inside the city. They fire engineers, and educated capable people because of the code of ethics engineers have sworn to uphold. They perpetuate lies, false programs, presentations with false data all with the purpose of creating the illusion of fixing the problem without ever even looking at the problem to begin with.

They promote people within who tow the party line, or friends and family from outside. They view this as a good pay check until retirement nothing more, and will actively try to sweep under the rug any problems brought to their attention l, they will even go as far as framing individuals for the crimes they themselves commit or encourage.

Culture changes from the top down, and the management has been blanketing their staff with propaganda about culture change without ever intending to change the way they do things. They are willing to spend millions of tax dollars on consultants to tell them how to do the basic tasks of their job and spin it as a positive saying they are trying to do better.

There is a sickness in the City of Hamilton and it is the mantra that you don't need to know how something is done to lead people to do it. This is repeated over and over again, and even regurgitated by the consultants. Management loves it because it gives them a pass on being poorly suited for their jobs, and the consultants love it because the less capable the management is the more they will be called in to help.
