Closer look at the stolen bikes

Serious question (and this has likely been covered in other posts):

What can we do to be productive about bike thefts? I live downtown and I see evidence of it everywhere: open chop shops, crackheads with $1000 bikes... I have tried alerting the cops and it did nothing. They seem to not have the resources to deal with it, despite the hundreds of thefts a day.

Looking for situational advice: if I see evidence of bike theft (which I do literally every day) what do I do immediately, or is calling the cops and having them do nothing my only option?

(I’m a relatively small woman so not really in a position to do anything too aggressive/vigilante)
