This is true to an extent. It wasn't a bad decision at the time, but it was still questionable and a risk. Zven and Mithy had the best pedigree at the time, yet performance wise and skill wise they clearly weren't the undisputed best. DL and Bio had shown to match up to them in the past, as did other botlanes like FNCs. Expecting them to be a significant improvement over DL/Bio was basically going off the "trophies = skill" argument and ignoring everything else.

And that does seem to be what Regi did: he jumped on the bandwagon and picked up anyone in the scene that was hyped up by the community at the time, and it blew up on him. And most of them did end up being overhyped. Mikeyeung was overrated, SSONG was overrated, Zven and Mithy are a massive disappointment. They were one of the best, and won because their teams were the best, yet the "best in the west" shit basically claimed no one else was close, which has now been proven wrong.
