You still haven't address the issue that this doesn't actually solve the problem. here's a conclusion from a study

These types of programs do not change behavior. You still need something that will catch people every single time they make a mistake BEFORE it causes an issue. Otherwise you're really just shifting the tax burden to bad drivers without helping everyone else that's lost their time in traffic.
