No, I am really not. Besides the fact that the US has cash assistance in addition to food stamps straight cash payments is actually how welfare is structured over all in a lot of countries. And it works just fine.

People are going to spend the welfare on foods if given cash? No, many will spend it on video games and drugs and car radios and etc

People like eating, if given cash they will spend it on food rather than starve. Food is pretty far down in the hierarchy of needs. Certainly further down than video games.

Also, no reasonable person, I suggest, would believe actual concepts like 'possession is 9/10ths of the law" (considering you said... 9/10ths of THE LAW) it's a little strange to then say we aren't talking about courts.

You're focusing on the wrong point. In a practical sense possession is at the core of ownership. The only problem with criminally acquiring things from a practical sense is that the police and courts may deprive you of your possession of them.

The people who say "I will stop people spending welfare on car radios and videogames and drugs" will be voted in, and the entire system will change because.... it's conditional, and it's not their money to waste. That's the principle of it.

Maybe the solution here is to convince Americans to stop being suck misanthropic fuckwits. Because this isn't a problem in much of the rest of the world.
