Exposing your genitals is called Indecent Exposure. Indecent Exposure is a form of sexual assault. It is legally defined that way. These are strict legal definitions.

The study I linked earlier from the World Health Organization, linked children who were victims of sexual assault were likely to grow up and commit similar or worse crimes in their adulthood.

The law doesn't do anything in terms of "is it abuse is it not abuse", what it does is punishes sexual offenders, such as those who expose themselves in public. The law is there to prevent sexual assaults by saying "if we catch you, you're going on a list to fuck up your life and spend 1-25 years in a cage".
