Wait it’s not mandatory?? Bruh
As others have pointed out I guess (although it’s obvious) you should specify how in depth the sex ed is. I’m from the UK and I think the sex Ed is pretty good, pregnancy bit could be improved but the actual sex is all covered. We had to put condoms on plastic dicks as part of it for example, would you want to make that mandatory too? Although very educational, I can see religious communities freaking out about that.
How well a community tolerates sex Ed is important too. You’d probably have to start off with just the basics and gradually make the curriculum more comprehensive for it to fully integrate into education
