College-bound high school football player ruled ineligible because he's homeless

So...this is a case of rule with a good intention but very poor consequences.

I played highly competitive soccer in high school, including playing with/against a couple of players who went professional in some capacity. For kids on the brink of being break-outs, there's a huge money incentive to "move" to a school district with a highly competitive team.

Families would literally rent a second house/apartment/room, to gain eligibility and "improve" their son's chance of being recruited. I have no idea how well this worked, but I suspect the several thousand investment more than paid off for the kids that ended up with full-ride scholarships or, even better, professional contracts.

The actual education side doesn't care if you have a verified address with verified residency because they're likely getting tax income regardless of residency. The school district will happily educate all of the "floaters" because they're still paying their dues.

The sports side does not like this (and rightfully so), so they have additional rules to help minimize jumping between school districts by requiring athletes to have verified addresses and residency at that address. Unfortunately, in this case, somebody clearly didn't think through the impacts of being homeless and unable to verify your address/residency.

Given the publicity this is getting, I'd imagine this player will be able to play as long as they can show they are genuinely homeless and not trying to play the system to float to a different school's team.
