White can't draw cards, has tax and exile abilities, and mass land destruction. I propose instead of drawing cards directly, white can benefit from "thinning" the library of it's lands, so each draw is likelier to be a threat instead of a dead land draw. Throw in fair ramp, and you have something like:

WW - Artifact

Whenever a land enters the battlefield, target player exiles a land from their library and shuffles their library afterwards. Tap: You may play a land you own from exile.

Or possibly something like:

X, W - Sorcery

Target player searches their library until they reveal X lands. That player exiles them, then shuffles their library.

Either tax your opponents of potential mana, or increase the likelihood of a good draw.
