There is always a non emergency line you can call and they might be able to transfer you to the resource you need. I suspect it is usually the regional Fish and Game, the ASPCA, or even SeaWorld Rescue Network. You can call all these places yourself too.

For aquatic wildlife, SeaWorld Rescue Network is top knotch. It's a robust network across the country with access to specialists and emergency 24/7 aid. They specialize in birds as well. Definitely the better half of SeaWorld organization is the rescue and rehab part for our fellow aquatic friends, especially during larger crisis events like spills.

But obligatory fuck every one who wants to catch and keep perfectly fine and highly intelligent for entertainment.
