Smurfs started in season 3 and has been increasing ever since, it's a problem in every competitive game and unfortunately there is nothing developers or players can do about it.

Overwatch has been out for 2 years and a half + , the majority of people who wanted to try out the game did and a lot left, the ones that stayed understand and like the game so now the majority are better players.

(For a new player starting overwatch now) What your describing as fair and balanced games with opponents of equal skill is something that only happened in overwatch's first 6 months imo. Every popular pvp game is similar to this, since you guys started late you now have a steep curve to climb to catch up to average player skill. Anyways that's what I think your witnessing in comp right now.
