Try baiting the wolves with a pebble or bullet, note that they are exceptionally weak to Molotov cocktails as well. I find this to be more effective than trying to distract one at a time to defeat them. Once you get past them make sure you kill the enemy with the cleaver or sword on your left and head down the stairs into the house and open the door on the bottom floor also to your left. This will lead you to opening the locked gate that you originally see on your left hand side when you spawn at the Central Yharnam lamp. Unlocking this shortcut will help you travel more freely to the Cleric Beast and another boss in this level. If you need better instructions than the one I provided, I'll link an ENB walkthrough to give you an idea of what to do and where to go if you don't mind getting that extra help. Also, if you're still struggling I would recommend reaching the Cleric Beast to gain insight and see if you can level up with blood echoes. You don't have to fight the Cleric Beast at level 10, especially if you find it too challenging at the moment.
