I don't see where this is unbalanced, conditions are in disadvantage to begin with, they take time to be effective, can easily be cleansed whereas power hits immediately. Blocking & dodging works for both same way which gives you more possibilities to deal with condis than to deal with power. If you can't deal with much condi pressure you should work on your condi cleansing, take an extra cleanse, maybe a mallyx rev or other supporters in your subgroup or what ever, It's not that hard honestly. I see people complaining about it all the time. Saying they should make Toughness the "counterstat" for condi is BS cus that would make toughness op as f. There are even runes that reduce your the duration of conditions applied to you or runes that give you Resistance.

Blaming A-Net in this situation is BS you should blame yourself for being too lazy to deal with it, or blame the people who made the supposedly "Most effective tactic available aka META" and you just straight up copy pasting it, maybe it isn't the most effective, who knows.
