Condi is over-tuned, period.

As with almost every balance problem in GW2, other MMOs worked this out more than a decade ago. This is exactly like the huge deal they made about how they weren't like other dumb MMOs with their terrible, awful, no good, very bad tank/healer/DPS "trinities".

To everyone's surprise, it turns out that virtually every other MMO that had been working on these same problems and iterating for years and years actually had some experience, and there was actually logic behind the design rather than an arbitrary three-way distinction. And lo and behold, now we have much more dedicated support classes and we have what are essentially tanks who use toughness to draw and hold aggro.

And once again, all of those games have come to the conclusion that the goal is to make DPS output similar for as many classes/specs/builds as possible.

DoT classes should offer a different playstyle, not substantially different balance. You should pick a DoT class because it's a playstyle you enjoy, not because you're trying to fulfill some particular sub-role (a bit ironic given how dismissive the devs used to be towards roles in general).

No one cares about the ability to burst down trash. Any class can kill trash. No one is going to bring more power to help kill trash faster rather than more condi to help kill bosses faster.
