That's because most muslims understand it's fake. Only a few deviants who want to do all thw haram things in the world reject hadiths in order to change the deen according to their desires.
That's because Quran only islam doesn’t make any sense. Previous muslims understood islam better than us, so they followed both Quran & hadiths. Only today's deviants reject hadiths to change the deen according to their desires.
Same, the rulers of those countries rely on scholars who understand the faith & thus apply real sharia. They don’t interpret the Quran according to their desires.
