Confusion on off-roster handguns

There's not a whole lot of logic involved, so don't worry too much about why everything is so retarded. The main answer is because anti-gun CA lawmakers are trying to be as annoying as possible to discourage people from going through the hassle of being gun owners. Fewer gun owners means less people are likely to understand why it's a bad idea to vote on anti-firearms laws in the future. Then eventually no one will care when they try to repeal the 2A someday.

It's perfectly legal to buy off roster guns through PPT, but because there's a limited supply of of registered off-roster guns the price is usually going to be a lot higher depending on how popular it is.

I don't think you can generally buy anything off roster out of state. It has to come in through a CA FFL to be legal, and they can't/won't transfer an off-roster gun to you. You should have bought fun stuff as a TX resident before you moved here.

There are a couple of specific exceptions in addition to PPT. If you have a direct parent, or grand parent, or child (NOT brother, cousin, uncle etc.) out of state, they can transfer guns to you here in CA. You can buy all the off-roster guns you want if you are a cop (otherwise police unions never would have gone along with the roster laws).
