What I meant by that is that rich people can just pay fines, no big deal. When you are a millionaire what is a couple thousand dollar fine? What is a couple more? It's nothing. Not to mention they have to get caught first. And then they could lose their hunting privileges? Sounds like parents trying to ground a teen that is just going to sneak out of the house and do it again. What is the fine for hunting after your hunting privileges have been revoked? Probably still totally affordable to a rich person. Not saying they go around poaching all the time, I don't think that's really something they do regularly, but it applies to everything else in our society that is punishable by a fine.
