Whether or not they happened by "coincidence" is what is the issue.

Let's examine what "coincidences" happened.

Bassan was helping fund 9/11 and Bandar was found having given Bassan financial aid.

Okay, if that was the only thing, maybe it would be a coincidence. Maybe they knew each other, and the money wasn't to help fund 9/11.

Well now. Isn't that interesting. Why would he have this number, for any reason at all? That is very suspicious, when combined with the above comment.

Wow. Yeah, that is very interesting.

Sure, it could be three separate coincidences, that is a possibility.

A very unlikely one.
