I know that you said that you are not looking to overclock but this is the current best i5 CPU which will suit your needs perfectly as games do not currently need the additional features that the i7 has.
Simple aftermarket cooler that will allow you to overclock if you ever chose to and even if you do not it will still be quieter than the Intel stock fan.
This board is potentially overkill but it allows for upgrades in the future if you ever need to get a second GPU.
I do not know if you are the type of person to heavily multitask with many Chrome tabs and a game running but the 16Gb will allow you to have hundreds of tabs. If you do not multitask that much I can alter it to 8Gb.
I got you a very popular 500Gb SSD that will allow you to boot very quickly and install several key games like GTA V. For additional storage I threw in a 2Tb 7200rpm drive that could easily store 50 large steam games. Additionally if you want more storage later you can get another hard drive.
Take this recommendation with a grain of salt as the new AMD 300x series GPU will mist likely come out in the next 2-6 weeks but I do not know of the performance comparison to the GTX 980 which is the current single GPU king. Assuming that your monitor is 1080p this card will easily keep you above 60fps on mostly maxed settings in GTAV.
I got you a nice case with a window. I personally really like NXZT's cases so I might be biases but they are very well built and have a nice design to them.
This a a tier one power supply on JonnyGuru which means that it is solid. 850W is larger than you need but if you added a second GPU or a AMD 300x series this can easily handle it. Also modular allowing for a smoother build process.
