Continuing education in germany from balkan school?

That's what I'm saying: there are requirements for someone already in the german school system to be admitted for the Oberstufe. You automatically meet those requirements in the german system just by attending class and having a certain average of grades. The second language is in there just like religion/ethics or geography is.

And then there is another sets of requirements during the Oberstufe to get your Hochschulreife. But our system is making sure you can only choose subjects as majors and minors (Leistungskurs, Grundkurs) that will make sure you also meet those requirements, all you have to do is then working towards your grades.

What OP needs to do is talk to the school (or school board) about what specific requirements are needed for his own kid depending on which grade (Jahrgangsstufe) he will join. Getting admitted to any such grade will garantee he can get his Hochschulreife, provided he passes his grades. Like your friend from Kazakhstan: he was admitted to grade 11 and from there had to attend the same classes as any other kid his/her age.
