Is it not selective to consider the last 17 matches instead of Ralf's entire reign? Again I don't understand how a manager who managed more games and had a marginally better PPG was worse

It's only irrelevant if you do superficial analysis. There are a ton of factors affecting a manager's performance. If you want to ignore everything that happened at the club to suit your agenda I can't help you. I can explain things but not understand them for you.
