Cops Hold Down Handcuffed Man As Fellow Cop Smashes His Face Into Concrete.

I truly do not understand police restraint techniques. So many police officers go straight to fighting and throwing punches. Which in this case is completely unnecessary, you got him down you are going to cuff him you don't need to do that shit.

I worked in a mental health hospital where we had to do some intense restraints and we got through all of them, even ones where they had weapons (not guns ofc). Why are police officers not trained to restrain in that way? Get them in a solid restraint, cuffing is then easier, when cuffed move them to the car. I'm genuinely curious, sure it would take more people in high violence situations but in this case there are so many officers just watching on.
