Corona : Where is the common sense?

I'm seeing my brother post near daily pics of his restaurant meals. He is much younger than I am and still lives with my mother, who is in her sixties and not healthy by a long shot. I've been telling my mother to either yell at him or kick him out in every phone call I've had with her for weeks, but she doesn't seem to realize how serious Covid can be.

She sincerely believes she is being careful despite being pretty lax with measures and visiting family several times weekly. "But it's always the same people, they are in my bubble," describing relatives that work in crowded places. "But nobody has any symptoms". "But we are keeping our distance," while autumn had them slowly move from somewhat spaced out chairs in the garden to tiny closed rooms with tiny tables.

I feel like between rules so convoluted you'd need a A1 sized flowchart, corona fatigue, and the calmer summer we had, the sense of danger just vanished.
