Title: Corporate luring people into pharmacy with pay raise promise

So as the title says CVS corporate or at least the district manger is lying to employees promising them raises of they get licensed as pharmacy techs . however once the employee mis certified the dm says company no longer offers raises for cross training and pharmacy certification. This has been going on for over a year and half since new DM came in. Do we as employees have any recourse? HR is a no they have already said this is not policy and we won't get the raise.
