Could I get an LOC for submitting leave without asking for permission?

It sounds like bullshit, but it kinda depends where you're at.

Like, say you're in Korea... USFK says you can only have 10% of your manning on leave at a time. Base Commander puts out his policy letter, making it Squadron Commanders responsibility to enforce this. Squadron Commander puts out his Policy letter, saying it's the Flights job to enforce this, and all leave must be entered into an overly complex excel sheet titled something like LeaveForcastTASKER, x days prior to submitting into leaveweb. Flight puts out it's leave policy, pawning it off on your Supervisor, and saying he needs to fill out the stupid spreadsheet.

Then ya, he's got a reason for being a dick.

On the other hand, if you're at some stateside training base or something, it's probably just him being a asshole.
