Could I attach a resonant drum head to a tom without lugs on the bottom?

I wasn't answering his question. I was correcting your answer. The most common construction for wood drums by far is plywood. We just don't often call it by that name the same way we refer to the stuff sold by the sheet at the building supply, that's all.

But make no mistake, "plywood" is not a characteristic of "cheap drums." Tama Starclassics and Sonor SQ2s and Yamaha Recording Customs are made of plywood just like $199 crap from Amazon is - it's just really really NICE plywood. But it's plywood.

One way to give good advice is to correct incorrect advice given by others. The fact that you see that your drums are made of plywood is not helpful. Damn near all of them are.
