Could the situation not have been a harmless misunderstanding?

So I see posts often on this sub and really wonder sometimes if men's lives are getting ruined over harmless interactions.

I took it as the guy was being silly, looked at her tattoo and poked at her back to say he liked it. No where did she say it was inappropriate or did she communicate that she didn't like that to him, she just didn't want to be touched in general. She never confronted the guy but only went straight to HR to complain.

Am I delusional here? Women touch me all the time when I am working for many reasons that aren't sexual. I can't help but feel like there are many extreme feminists out there that misconstrued everything as sexual or inappropriate. The comments are brutal too.
