We could soon upload dashcam evidence directly to police, but are we ready for what that means?

I don't reall agree with her concerns either. Her concerns about people's privacy and being recorded aren't really valid, as people are in public already and have no expectation of privacy. For her concerns about storing of data on such on Police servers, does know that many people already upload dashcam video to YouTube and other sites quite frequently? I don't see her sounding alarm bells on that. And finally her concerns about metadata of location and conversations inside the vehicle; uploaders are going to willingly upload these videos, and will thereby accept any data they upload with it. They can strip the location in and audio from it if it is that much of a concern.
