Council tickets 'legally parked car' after switching sign to 'no stopping'

Parking in Raleigh is the worst. I once got booted in a gravel lot near State's campus. There were spots specific for business with signs posted in front of them. Trouble is, the signs were about 10 years old and not appropriately placed (the signs lined up more with the lines of the spots and not the spots themselves.) There was a parking attendant in the lot. I asked him specifically if the spot I was in was for the business I was going to. He shrugged and said I guess. I went to lunch, came back, booted. I looked at him and said are you serious? And he smiled. The asshole.

Then he tells me I have less than an hour to pay $50 to get the boot off or it was going to be towed. I lived in Durham and had no way to get home, I'd just spent the last of my paycheck on lunch (I was getting paid the next day and wasn't worried about it.) I spent the next 40 minutes desperately calling my parents to spot me $50. They finally transfer it into my account, and lo and behold, they won't take card payments.

I had to have him call his supervisor, explain that not only did he basically lie to me about the spot (causing me to get booted to begin with) but additionally I have no cash, didn't live in this city, would literally be abandoned and alone and without transportation or shelter if they didn't just take my damn credit card. He relented right as the towtruck pulled up. Who then tried to argue with me that I now owed him a fee for coming out there, even though he didn't actually tow my car. They took the boot off, the guy still arguing with me. Got in my car, he starts bainging on my window demanding "his money". I lowered it enough to tell him to go fuck himself and drove off.
