You have done nothing to answer my question so I will ask it again.

Why do people think that 006 will prevent rules from following the same path as 002?

006 literally does nothing except clarify rules and remove redundancies such as mandatory 10-day notices that are not needed when members already have plenty of notice. And when I say literally, I mean literally. Because that is the only reason it is able to be effective immediately. If it actually changed the fundamentals of rules or added new rules, it would not be protected under 17A(b)(3)(F). That being the code that allows an amendment to be effective immediately.
