Sorry for causing this to escalate.

I get it, I'm not having the best of days either. Just remember I'm not Ted. I gain no benefit in trying to screw you over.

I can tell you this is untrue. I don't know how businesses run where you live, but where I am from this is a very small issue in the eyes of HR, at least the first time you complained. Paperwork doesn't need to be made for a verbal warning. Now, your problem is that you didn't file another complaint against Ted to your manager. What will probably happen is that your boss will say that you never brought it up as an issue again, so he thought the matter had been taken care of. Technically, he's right. You never filed another formal complaint, and because of that he has no obligation to continue. It's BS, but that's how the system works. Now you have two options:

1.) File a complaint with your boss again through email, noting that the harassment has gotten worse and that you feel like it is creating a hostile work environment.

2.) Go to HR with the email print out and file a complaint with them.

Now, I will tell you that regardless of what you do, do NOT shift the blame to your boss unless you have solid proof. As much as you may want to, do NOT involve your manager in your report. Claiming he is showing favoritism, and that he is allowing the harassment will not bode well for you because as you said before it will be his word against yours. Keep it all about Ted.

You can't secure your job, so get that out of your head. However, I will say that by filing a complaint with HR it will make it harder for your boss to fire you. It will look suspicious if he tries to get rid of you after you went to HR. If he's smart he will let Ted take all of the blame.
